County posts RFP to study a transfer-of-development-rights program using state Strong Communities funding

Larimer County on Monday posted a request for proposals seeking a consultant to design a countywide transfer-of-development-rights (TDR) program, county staff said.
Rebecca Everett, Community Development Director, said the county received funding from the Colorado Department of Local Affairs through the Strong Communities Grant Program to explore a TDR system that would allow development rights or density units to move from sensitive areas to locations better suited for growth.
"The request for proposals for, the transfer of development rights program, hit the street last week," Everett said, adding the county expects responses from qualified consulting firms and hopes to have a contract in place later this summer.
Everett explained the county previously used a related program in partnership with the City of Fort Collins near Fossil Creek Reservoir and intends to build on that experience. Staff also noted they changed internal terminology from "transfer of density units" to the industry-standard "transfer of development rights" to improve familiarity for property owners and consultants.
The county plans to solicit proposals for a consultant, run a selection process over the coming weeks and begin the program design later this summer. Everett said the request for proposals' submission deadline would be confirmed with commissioners and that the hiring process for the county building official and other planning items will proceed on parallel tracks.
No formal policy action was taken at the meeting; staff will return with details on consultant selection and program timeline as the procurement advances.
