The Severance Planning Commission approved text amendments to Chapter 16, Article 4 of the town's Land Use Code (resolution PC2025-08R) at a May planning commission meeting (date not specified). The amendments reorganize existing code language for agreements, dedications and construction standards; staff and the consultant said the changes are intended to improve user clarity and cross-referencing rather than create new standards.
Planning Director Shane (last name not specified) and consultant Josh Ohaba presented the reorganization. Shane said the update is the culmination of a two-year process and described the work as chiefly organizational: "we are not changing or adding additional criteria. We're simply doing a reorganization and clarifying different points of the code to make it more user friendly," Shane said. Ohaba walked commissioners through Division 1 (development agreements and security), Division 2 (dedications, including school dedications and references to water and open-space/parkland dedications), and construction standards and specifications.
Highlights cited in the presentation included cross-referencing dedication requirements to annexation and subdivision procedures, consolidating potable and nonpotable water language, adding a notice that new developments generally should tie into nonpotable systems unless otherwise approved, and moving construction-plan and report requirements into a clearer sequence. Ohaba said much of the text already exists in the current code and that the edits mostly reorganize and clarify existing material.
Commissioners asked clarifying questions about whether new language was substantive; Ohaba and staff said the added text mostly cross-references existing requirements. Commissioner questions led to an agreement to add a cross-reference from Division 1 to public improvement requirements in Division 4 to ensure users find the public-improvement language regardless of where they look in the chapter.
No members of the public spoke on this item. A motion to approve the text amendments carried on a roll-call vote. The packet and staff presentation noted Article 5 (open space and parkland) remains tied to the parks and recreation master plan, which is pending update and may change dedication calculations in the future. Town staff said the completed compilation of revised articles will be forwarded to town council; council is scheduled to hear articles 4 and 6–10 on July 8 and to consider the full recodification ordinance in August, at which time the consolidated Land Use Code will be submitted to municipal code services for formal codification.
