Doral council adopts three code amendments on second reading for alcohol rules and parking in mixed-use developments

The City of Doral council unanimously adopted three ordinances on second reading that amend local code provisions on alcoholic beverages and parking for mixed-use developments.
Ordinance No. 2025-18 amends Chapter 38 of the City of Doral code (alcoholic beverages). Staff and the city attorney said there were no substantive changes from first reading, only minor scrivener corrections. "There's no changes. Right? From first to second?" a staff member asked, and another replied the only edits were clerical.
Ordinance No. 2025-19 creates a new section in Chapter 68, Article 3, addressing tenant parking and parking rules for mixed-use developments (a parking district provision). Ordinance No. 2025-20 amends Chapter 68, Article 4 to add time and parking rules for mixed-use developments in commercial districts. All three measures were approved on second reading with no public comment.
Motions to approve were made and seconded by council members as noted in the roll call for each ordinance; votes were recorded as yes by Councilmembers Rafael Pinedo and Nicole Reynoso, Vice Mayor Maureen Porras and Mayor Christie Fraga. The council recessed further discussion and moved on to close the agenda.
Staff said they would implement the changes and that the ordinances take effect according to the language in each ordinance.
