County Administrator Mister Danzel described the ADO model as a public infrastructure fund similar to programs in other Washington counties such as Chelan County. He said the ADO would allow the county to retain local control of 0.09 funds intended for job creation and economic development and avoid some risks associated with incubator buildings that can become long-term operating liabilities.
Danzel outlined governance features under consideration: eligible jurisdictions (Mesa, Connell, Basin City, Pasco) would have seats at the table, committee members would be appointed by the board for three-year terms to provide continuity across election cycles, and the ADO would prioritize job-creation projects consistent with statutory limits on 0.09 fund uses.
Commissioners asked for time to review the proposal; Danzel recommended placing the item on next week's agenda as an action item so the board can decide whether to form an ADO or direct their ADL 0.09 funds to another organization. Commissioners indicated they would consider the recommendation and scheduled the ADO item for next week's meeting.
