The Pasco County Board of County Commissioners approved a small-scale comprehensive plan amendment for a roughly 10.09-acre parcel on State Road 52 and adopted an ordinance creating the Acacia Fields Community Development District, while voting to continue several other land-use and district boundary items to the July 15, 2025 meeting in Dade City.
The board adopted the comprehensive-plan amendment โ identified in the meeting as PDE250112 โ changing future land use from agricultural (AG) to light industrial (IL) on about 10.09 acres on the south side of State Road 52, approximately 1,274 feet west of Aaron Cutoff. Ricardo Espitos, Planning/Economic Growth staff, described the item as "an ordinance amending the Pasco County comprehensive plan providing for a small scale comprehensive plan amendment ... changing from AG agricultural to IL industrial light on approximately 10.09 acres of real property located in the South Side of State Road 52 approximately 1,274 feet west of Aaron Cutoff." The measure passed on a roll-call vote with Commissioners Oakley, Wakeman and Yeager voting aye; Chairman Starkey was not present and Acting Chair Mariano voted aye.
The board also adopted an ordinance establishing the Acacia Fields Community Development District pursuant to Chapter 190, Florida Statutes (recorded in the transcript as "chapter 190 Florida Statues"). The ordinance (recorded in the meeting as PD250130) was recommended for adoption by staff and passed by roll call with the same attendance pattern: Oakley, Wakeman and Yeager voting yes, Starkey absent, and Mariano voting aye.
Several other land-use matters on the meeting agenda were continued to the commissioners' July 15, 2025 meeting in Dade City. Those continuances included requests to expand the boundaries of the 2 Rivers East, 2 Rivers North and 2 Rivers West Community Development Districts and multiple zoning or planned development (PD) rezonings (items listed at the meeting as P34, P35, P36, P37, P40 and P41). In each case the board moved to continue the items and the motions passed by voice vote with no recorded opposition. One zoning item (initially listed under P40) was noted as not having appropriate publication and therefore could not be continued at that moment; staff later placed a continuance on the July 15 agenda.
Why it matters: approvals of comprehensive-plan amendments and the formation or boundary changes of community development districts establish the local land-use framework that controls future development, infrastructure responsibilities and potential assessments on property owners. Continuing multiple items to a later meeting gives staff and applicants more time to resolve notices, public comment and technical review.
Background and next steps: the board record for the passed comprehensive-plan amendment and the Acacia Fields CDD cite staff recommendations from the Planning Department and the Economic Growth Department. Several items were continued specifically to the July 15, 2025 Board of County Commissioners meeting at 1:30 p.m. in Dade City for further consideration. Chairman Starkey was absent for the votes recorded in the transcript.
