Red Bank staff present $15,000/year on-call data-analyst contract for decision support

Mister Grama, a staff member, told the commission that the city issued a request for statements of qualifications for on-call data-analyst services (RFQ 250302) and convened a selection panel on April 25. Out of 11 responses, the panel selected BuzzClan LLC as the most qualified firm.

Grama said the contract would be for on-call services not to exceed $15,000 annually and that initial use cases would include property-tax-rate analysis, capital-improvement planning, revenue projection tied to growth and data visualization to support decision-making. He said funds for the work are included in the FY26 proposed budget.

A commissioner asked whether the initial use cases were communicated in the RFQ; Grama said yes. Commissioners also asked about the vendor’s background and learned the solicitation drew a national response. Grama summarized the principal’s familiarity with small-city needs and said BuzzClan is experienced working with municipalities that lack in-house data capacity.

Why it matters: The city plans to use on-call analytics to improve forecasting, inform capital planning and make municipal decision-making more data-driven; staff described the contract as a tool to “develop a data strategy to enhance our data maturity.”
