Council adopts middle-housing code changes and multiple comprehensive-plan amendments

The Federal Way City Council enacted multiple ordinances updating the city's middle-housing regulations and carrying out annual comprehensive-plan amendments, including legislative rezones affecting approximately 13.30 acres.
Council members approved ordinances implementing amendments to the city code on middle housing (Council Bills 908 and 909 among others) and unit-lot subdivision rules (Council Bill 910). The legislative packages included changes to Federal Way Revised Code chapters cited in the ordinance titles read into the record.
"Behind that is probably at least a year's worth of work," Council member Adovey said, noting staff effort to prepare the proposals and the extensive review process prior to the council votes. Multiple council members moved and seconded the ordinances; each measure passed unanimously.
The council also enacted Council Bill 911, a package of annual comprehensive plan amendments that included rezoning approximately 13.30 acres to multifamily residential designations (RM-3,600, RM-2,400 and RM-1,800 as read in the ordinance title). The changes reflect ongoing compliance with state middle-housing requirements and the city’s planning objectives.
No voter referendum or additional adoption steps were announced at the meeting; the ordinances took effect according to the standard adoption schedule unless otherwise noted in the formal ordinance language.
