Board refines legislative priorities to seek flexibility for high‑performing district

District leadership briefed the board on a redrafted legislative-priority document that emphasizes efficiency and regulatory flexibility for academically high-performing districts, and that seeks dedicated appropriations for the district’s boutique and innovative school models.

Staff said the updated draft groups priorities under a heading that uses statewide language—“efficiency and regulations”—and adds student mental wellness and school safety to the section called ongoing commitments. The draft also links requests to specific statutory citations and to prior bills where relevant; staff said that approach helps legislators quickly identify where the district’s requests would fit into existing bills or committee language.

A central change replaces a previous framing with explicit language asking for flexibility similar to that afforded to charter schools, tying that flexibility to the district’s established performance metrics. The board discussed using concrete examples of “innovation” (the draft lists classical education, K–8 pathways, career and technical education and boutique secondary programs) so legislators would understand the practical applications of the requested flexibility.

Board members asked staff to coordinate with the district’s lobbyists and with other high-performing districts to build support. Staff said they and the lobbyist would connect with other districts’ lobbyists and school boards and that board members could also raise the platform in meetings and conferences as the document is finalized.

The board did not take a final vote during the workshop; staff will return a finalized platform for the June business meeting.
