Monroe County commissioners on May 29 discussed a planning amendment to the West Gateau Third planned unit development that would give the developer temporary flexibility in the project phasing schedule.
Planning staff member Ms. Kreiselius told commissioners the amendment would not change permitted uses or design standards in the PUD but would alter the phasing narrative so that the county could issue a conditional land use certificate when weather prevents required pond construction. “They’re developing the property very quickly. Everything is going to plan, and the project manager, mister Huffman, has been great to work with,” Ms. Kreiselius said during the work session.
The change responds to spring rains that prevented completion of the ponds required under Phase 3. Ms. Kreiselius said Phase 3 requires ponds 1, 3, 3a and 4 to be finished before a land use certificate will be issued and that stormwater staff support the proposed amendment. She described new language that would allow the administrator (the planning director) to issue a conditional land use certificate for up to six months, with the possibility of a one-time six-month renewal, to address weather-related delays.
Commissioner Jones said he understood how the spring rains had set work back, and Commissioner Madera, who was participating remotely, had no questions. Commissioners agreed to bring the amendment back for a final hearing at the June 5 meeting.
The discussion was limited to revising the PUD’s phasing narrative; no formal ordinance or rezoning vote occurred at the May 29 work session. Staff said the goal was to expedite the petition to allow the developer to pursue a certificate of occupancy for Phase 3 once the conditional land use certificate is issued.
County staff also noted that the planning commission had addressed related roadway and paving questions raised by residents and that the petitioner and county stormwater staff are coordinating on technical requirements. Commissioners asked staff to return June 5 with the final language for formal consideration.
