County planner: spring water and sewer amendment forwarded; master-plan work groups meeting

A Carroll County planning representative told the Hampstead Planning and Zoning Commission Wednesday that municipal inputs for the spring 2025 water and sewer amendment — including Hampstead’s submission — have been consolidated and forwarded to the Carroll County Planning and Zoning Commission with a request to send the package to the Board of County Commissioners.
The county representative reminded local commissioners that any fall 2025 water and sewer amendment submissions would be due Aug. 1. The county has also sent several text amendments to its planning commission for review, including changes to the employment campus district, adequate public facilities rules and solar development requirements; those amendments are expected to be considered by the county planning commission in June and July.
The county planner said three master-plan work groups (economy, agriculture and housing) have been meeting; the economy work group has met twice and will next meet June 12.
The county representative offered to answer questions and provided no additional action items for the Hampstead commission at the meeting.
