Conference text in H.126 diverged sharply on proposals to integrate clinical and claims data statewide: the Senate draft would add a statutory section requiring the Agency of Human Services (AHS) to collaborate with the Health Information Exchange Steering Committee to develop an integrated system and require insurers to provide clinical and claims data; the House draft instead directs AHS to evaluate feasibility and report to the Legislature by Jan. 15, 2026, and says AHS shall not begin implementation "unless and until directed to do so by legislation enacted by the General Assembly."
