Council moves forward on Bob Bennett complex phase 2 with deductive change order

Round Rock City Council approved a resolution to execute an amendment to the professional services agreement with Jacobs Engineering Group Inc. that implements a deductive change order to focus immediate work on phase 2 of the Bob Bennett complex.

"We are ready to go on phase 2," the Fire/EMS/Facilities chief (presenter) said, describing plans to shift transportation and neighborhood services facilities forward in the staging plan. The city had previously commissioned a master plan and selected Hensel Phelps as the contractor; Jacobs had been serving as the engineering firm for the overall program.

Staff said the deductive change order narrows the city's near-term scope so the project can progress with the resources available while preserving design capacity for future phases. The council approved the resolution unanimously after a motion by Council member Ortega and a second by Mayor Pro Tem Stevens.

The presentation noted potential later phases could add a wash rack and fuel island and that the current building is designed for long‑term use. Staff said they will return with additional information as later phases are scoped and scheduled.
