Tompkins Legislature adopts 2023–2032 solid waste management plan, issues negative declaration

The Tompkins County Legislature on May 20 declared itself lead agency for coordinated review, issued a negative declaration under SEQRA and adopted the 2023–2032 Tompkins County Final Local Solid Waste Management Plan.
Anne Korman, chair of the Planning, Energy and Environmental Quality Committee, moved the two resolutions that completed state-approval steps for the county’s solid waste strategy. Committee discussion and staff presentations described years of work by the recycling and materials management department to update policy and implement pilot programs in advance of state sign-off.
Korman said the county has already begun implementation steps while awaiting final state approval, and that the county expects final sign-off within a few months. Legislators who spoke in favor highlighted the plan’s flexibility for local innovations and its potential to help the county manage materials creatively and reduce landfill reliance.
Both the negative declaration and the plan adoption passed unanimously. The Planning, Energy and Environmental Quality Committee noted the next committee meeting is scheduled for June 9.
