CUSD 200 awards $7.8 million contract for Franklin, Monroe site work

The CUSD 200 Board of Education voted May 21 to award a $7,796,900 contract to Tor Construction Company Inc. of South Elgin, Illinois, for issuance 2A of the district's 2025 school capital projects.
Board members approved the contract after district staff described issuance 2A as enabling and site-preparation work for additions at Franklin and Monroe schools. District staff told the board the package covers utility-prep work, staging areas, temporary stairs and a new ADA ramp at Franklin, and interior preparation in rooms that will be connected to new additions.
"I I just wanna reset a little bit of quick context, to remind board and and certainly, as, as we recap this, remind the community of where this issuance fits in your overall, projects," district staff said while summarizing the program timeline. Doctor O'Keefe clarified the scope: "Imagine this is like the site preparation to get the structure ready for our new additions. 2 b will be the structures themselves, the new additions themselves. So this this is work that has to happen to be able to take the next step with 2 b."
District staff said issuance 1 — previously approved work that included interior classroom updates at Monroe — came in under budget. For issuance 2A staff reported a projected cost estimate of about $9,000,000 but said the bids before the board came in "a little bit under $8,000,000." Staff also said that by the time issuance 2B is brought to the board in June, the district will have put about $50,000,000 of work out to bid from a roughly $151,000,000 program.
Staff told the board they will schedule a meeting with Franklin neighbors because of the site's proximity to nearby houses and that notes will be made available to residents who cannot attend. A board member asked for more detail about the work and staff replied: "Yes... utility work, utility prep work at Franklin and at Monroe." The staff presentation mentioned coordination with Perkins and Will and the Nicholas team on logistics.
The motion to award the contract was moved by Miss Cullovitz and seconded by Mr. Rutledge. Miss Hutchison called the roll; Miss Cullovitz, Mr. Rutledge, Miss Leitner, Miss Everson, Mr. Long and Mr. Hamlin voted yes and the motion passed.
The board's action formally authorizes Tor Construction Company Inc. to perform the issuance 2A work described to the board; staff said subsequent issuance 2B, covering the new building structures, will be presented in June with an updated global budget estimate.
