Data work group finalizing charter and measurement plan; members press for disaggregated measures and gap analysis

Cedric said the group’s first business is to “be working with the Julia, the village reach consultant around the, JPIP evaluation and performance measurement plan.” Dean said the immediate task “is to make sure that Village Reach is able to complete its work by the June, which is to produce a measurement and evaluation plan.”
Committee members pressed for disaggregation. Doctor Wu and others urged that measures be disaggregated by BIPOC populations and behavioral‑health subpopulations; Doctor Wu also asked that gender identity be included. Dean said disaggregation by BIPOC and behavioral‑health subpopulations is “very much a part of the plan,” and committee members said the work group should document where data cannot be disaggregated and why.
The group said it will map county data systems (including the JBRS jail booking system and other IT sources), create a gap analysis showing which measures are currently attainable, and recommend resources needed to move from current capacity to the desired reporting set. Members said they will present the charter to the larger committee for approval and will act as an ambassador for the plan and its resource implications.
Ending: the work group intends to use the June delivery of Village Reach’s plan as a basis for recommendations and to continue work on gaps, resourcing and communications to stakeholders including the county executive and council.
