County approves predevelopment agreement to create MOSI master development plan

Hillsborough County commissioners on Wednesday authorized a phase‑1 predevelopment agreement with AKP Renaissance LLC to prepare a comprehensive master development plan for the MOSI (Museum of Science & Industry) property and to secure necessary land‑use and zoning approvals through the City of Tampa.
Ron Barton, presenting the item, said the agreement covers a scope of work to develop a site plan, identify infrastructure needs and pursue entitlements; the developer will perform the work under a not‑to‑exceed budget of $666,930 with the county reimbursing 50 percent of eligible costs after delivery. Barton said staff expects to file for required land‑use amendments in August and aims to complete the phase‑1 work well before the November 30, 2026 contractual deadline.
The county and the proposed master developer will coordinate with MOSI, which operates under a separate lease on part of the site and will remain in operation. The plan will also consider an indoor sports facility, possible film‑studio uses and reuse of the MOSI West structure. Commissioner Willstell, who moved approval, praised the effort to spur redevelopment and return unused land to the tax rolls. Commissioners emphasized coordination with neighboring jurisdictions and the University of South Florida as the site evolves.
The board approved the phase‑1 predevelopment agreement 7–0. If the phase‑1 plan is accepted, the county will return for phase‑2 negotiations to set terms for property disposition, developer commitments and a development agreement.
