Council previews Lot 12 Rickenbacker Exchange assignments, site-plan screening and partial CRA/TIF paperwork

The committee reviewed a set of routine ownership-assignment resolutions and a related major site-plan for Lot 12 of the Rickenbacker Exchange Part 3 development.

Staff described Resolution 17-2025 and Resolution 18-2025, each authorizing the mayor to sign partial assignment and assumption agreements transferring existing Community Reinvestment Area (CRA) and Tax Increment Financing (TIF) benefits for Lot 12 from K Nova to a new owner. "This is not a new TIF or CRA. This is simply just reassigning it to the new owner. It's just paperwork," a village staff member said.

At the same time, council previewed Resolution 16-2025, a first reading of a major site-plan application for Genland LLC on behalf of K Nova for Lot 12. Council members focused on the parcel’s far-north area that the developer proposes for outdoor storage. "Outdoor storage is going to be a thorn, possibly for the residents living across the street," Council Member Andrea said, and other members raised screening, mounding and tree-density concerns. Staff noted existing utility easements and a 50-foot easement in parts of the site that limit mound placement, and said engineers are working on revised screening plans.

No formal votes took place in the committee meeting; staff said the assignment agreements are routine and will be on the council agenda for readings. The site plan will return with engineering comments and proposed screening or mound options for council review at a future meeting.
