County awards multiple owner‑occupied rehab bids; two roofs exceed program limits

Dubois County commissioners on May 19 approved a set of low bids for the county’s owner‑occupied rehabilitation program, awarding roofing, electrical, HVAC and water‑heater work to low bidders for a series of qualifying homes while excluding two roof bids that exceeded program limits.
Program staff read aloud the roofing bids submitted by TNT Roofing for a number of addresses in Jasper and surrounding towns and recommended moving forward on all the roofs except the Greener Road and First Street (Pineburg/Honeyburg) properties because those two bids exceed limits set by the program. Commissioners approved the recommendation and authorized staff to proceed with award of the remaining roofing jobs; motions carried unanimously.
Staff also recommended and the board approved low bids for electrical, HVAC and water‑heater work at multiple houses with awards to local contractors (Holzman’s, Honeywell Mechanical, Strauss and others listed in the bid tabulation). The awarding motion passed after commissioners discussed the need to ensure homeowners can cover their share and whether grant limits should be revisited.
Program staff told commissioners the work is funded under a Hoosier Enduring Legacy program that allows up to $15,000 per residence for qualifying repairs (electrical, HVAC, roofs among the most common). Staff said the county has spent “about $200,000” so far under the current project cycle and stressed that additional homes must be brought into the program and environmental reviews completed if the county is to obligate the remaining grant funds before the program year ends.
Commissioners asked staff to check with the state about whether the per‑unit grant limit can be increased or modified for homes with more complex or expensive repairs; staff said they would research the state guidance and return with findings. Staff also said they will discuss the matter with the City of Jasper as a program partner where needed.
The board directed staff to prepare contracts, submit them to county legal for review and return the finalized documents for signature so work can proceed.
