The action matters because it creates a county licensing pathway for property owners who want to operate short‑term rentals outside municipalities, while leaving enforcement and implementation details to county staff. At the meeting board member Josh Shoemaker moved to approve Ordinance 25‑O‑7 (licensed short‑term vacation rentals); Tom Wahlberg seconded. During debate Wahlberg moved to amend the draft from five licenses to eight; that amendment was approved on a roll call. After further discussion the board approved the licensing ordinance as amended on a separate roll call. The board also approved Ordinance 25‑O‑6, a text amendment (TA O32025) allowing short‑term vacation rentals in A‑1 zoning subject to the licensing conditions.

Board member Rodney Riley said he opposed approval because he was not satisfied the county’s existing enforcement resources would manage compliance and nuisance complaints. Riley told colleagues, “We’re taxing our enforcement issues at this point, and I just can’t get comfortable with this until we…know we’ve done the work we need to do.”
Other members disagreed. Board member David Wiltsie (remote) said his preference was to approve the licensing before finalizing the zoning text amendment; several board members and staff said the two actions could proceed in either order. Board member Ryan Curry said short‑term rentals can benefit a community and urged the board not to delay adoption while administrative enforcement details are finalized.
County planning staff (Jessica, county planning) briefed the board on ordinance terms: a minimum parcel size of 5 acres for A‑1 properties; licensing subject to additional clarifying conditions in the ordinance; and a limit of eight licenses under the amendment. An applicant who spoke from the meeting gallery and the applicant’s attorney, Jim Hurst, spoke briefly in support and thanked the board for consideration.
The board clarified fees and process during discussion. The ordinance sets a $500 application fee and a $500 annual license fee; board members and staff said the combined first‑year payment would therefore be $1,000, with $500 due on subsequent renewals. County staff said the county fee covers Boone County’s portion of licensing; outside agencies (for example, fire jurisdiction or other permitting authorities) might assess separate charges. Board members asked for the record to reflect that the county would monitor whether external agency fees created additional costs for applicants.
