Staff estimated a 2–3 year horizon for construction of larger master-plan items and said public outreach is planned as the plan matures.
Safe Haven and other facility maintenance Facilities asked for a number of repairs and replacements: a roof replacement for the Fair Annex building used by the Friends of the Library (modular structure moved to the site), an uninterruptible power supply (UPS) replacement for the Justice Center (critical equipment for holding areas, X-ray and server rooms), and replacement of a 35‑year‑old air handler at Safe Haven’s Quad A. Julian and facilities staff noted Safe Haven houses multiple quads with similar-aged HVAC units (roughly 39 other units across quads), so recurring requests are likely.
Why this matters: ongoing repairs affect building use and operating costs Council members asked whether the parish should bundle recurring replacements (for example, multiple HVAC units across a campus) to obtain economies of scale. Staff said the parish will run a facilities-condition assessment with a consulting firm (contract under routing for signature) that will inventory conditions and likely produce a prioritized list of additional needs.
Funding and next steps Staff said many requests are already included in the capital budget or will be requested through the capital-ordinance process; they will return procurement scopes and cost allocations as projects roll forward. The council requested copies of the Fairgrounds scope of work, contract value, and timeline; staff agreed to provide those documents.
