A pair of transportation bills that would affect vehicle titling and fleet emissions advanced from the state TLRC and were reviewed by Aurora staff at the Oct. 15 Policy & Finance Committee meeting.
Totsie (staff member) told the committee the first bill would authorize electronic vehicle registration and titling processes, including the option to title vehicles at point of sale through dealerships rather than requiring a trip to the DMV. "That vote, that bill came out 16 to 5," Totsie said, and identified the bill’s primary sponsors as Representatives Jason Eckert and Paschall and Senator Byron Pelton. Committee members asked whether the proposal would address both initial titling at purchase and annual online renewals; staff said the measure primarily targets titling at point of sale while online renewals remain available under existing systems.
The second bill described by Totsie is a clean-fleet enterprise replacement program that would create incentives for fleet owners to replace aging diesel vehicles with cleaner alternatives. The bill was amended to include a five-year sunset on the program. "They're hoping that this will incentivize the truck owners to go toward clean energy-run vehicles," Totsie said, adding the program targets large diesel trucks such as gravel trucks, moving trucks and semis.
Committee members asked technical questions about how titling at point of sale would interact with plate issuance and whether the measure would speed plate distribution and enforcement of expired temporary tags. Staff said titling at point of sale would not automatically remove the annual renewal requirement but could help address delays between temporary plates and permanent plate distribution.
No committee action was taken; staff will continue to monitor bill drafts as they are released.
