Oakland County’s committee approved an interim application and review process to evaluate proposals for solid‑waste processing and transfer facilities during a period while the county's new materials management plan is pending adoption.
Whitney (Materials Management) presented the interim approval process and said state changes to Public Act 451, Part 115 require counties and municipalities to document local approval for new processing and transfer facilities during an interim period before a new county plan takes effect. "These facilities are where a waste hauler will bring in waste they collected, compact it and then ship it to a landfill, and sometimes separate recyclable materials," Whitney explained.
Under the approved interim process, applicants must first secure required local approvals from the host municipality (planning commission, zoning board or legislative body as applicable) and then bring the municipal approvals and plan materials to the county for review and written concurrence before the Michigan Department of Environment, Great Lakes, and Energy (EGLE) will issue construction permits. The committee voted to recommend the interim process to the board (6–0) and staff said an actual project proposal is expected to be brought forward next month following the process outlined today.
