Morgan Cloward presented Layton’s HUD Community Development Block Grant (CDBG) five-year consolidated plan (2025–2029) and the 2025–26 annual action plan to the council on May 15. The plan outlines how the city will use federal CDBG allotments for the next program year beginning July 1.
