CPC grants two-year extensions for multiple CPA-funded projects

Staff explained that CPA grant agreements are normally time-limited and that the city’s contracting practice currently issues two-year grant agreements; applicants can seek extensions when projects require additional time to assemble financing or to complete multi-phase construction. For several park projects, staff said ARPA funding and construction schedules created timing constraints and that two-year extensions provide administrative clarity while the city completes work.
Members asked whether extensions are being granted too readily and discussed whether the CPC should set limits (for example, caps on the number of permitted extensions) or require additional reporting on project schedules. Staff said the committee could deny extensions and recoup funds if work stalled, but historically many projects funded by CPA require multi-year financing coordination and have used extensions to complete complex real-estate or restoration work.
