Authority approves $23,720 change order for airport lighting project; LEDs installed, PAPI delayed

A staff member giving the project update said, “The total amount for change order 1 is an addition of $23,720. 17,500 was due to the nighttime paving with the contract schedule changes.” The motion to approve the change order was moved and seconded and passed by voice vote.
Project status: Staff reported that the majority of runway lights have been converted to LEDs and that night closures for the project are complete. A few outstanding items remain: installation of PAPI lights for Runway 18 is still pending because components are back-ordered, finishing the electrical vault, and completing some south-hangar power transitions.
Generator and equipment: The airport obtained a generator from the county emergency management office; staff quipped about the cost, saying the airport paid “a dollar” to take the generator. The generator is onsite but not yet hooked up; staff said it will be connected once electrical work is finished.
Parking, AWOS and web services: North parking-lot paving was completed and striking is scheduled as weather allows. Staff reported intermittent problems with the AWOS phone line and that weather information that had been on a website is not yet visible online after a provider change.
Discussion: Board members asked for detail on the change order and percentage increase (staff said it’s “probably less than 2% of the total project”). Staff said they split the cost of a newly added exterior gate near the electrical vault 50/50 with the contractor to improve future access.
Decision: The board approved the $23,720 change order by voice vote.
Ending: Staff said electrical-subproject completion remains on the near-term schedule and that the authority will return with updates once PAPI components arrive and the FAA flight checks can be scheduled.
