Farragut board approves fee-schedule revision, development concept and multiple contract change orders

The Town of Farragut Board of Mayor and Aldermen on April 24, 2025, approved a set of administrative and capital items: Resolution R2025-07 revising the FY2025 fee schedule to remove credit-card convenience fees, a revised concept master plan for the commercial portion of the Kingston Pike Villages planned commercial development (PCD), several change orders for the Farragut Advanced Traffic Management System (ATMS) Phase 1 and McPhee Park Phase 4, and an application for the Race for a Reason 5K scheduled for June 1, 2025.

Why this matters: the fee-schedule change affects how customers are charged at town counters; the PCD concept master plan sets the general layout and allowable commercial uses for an 18.5-acre site on Kingston Pike and influences future site plan approvals; the change orders adjust contract scope and timing for infrastructure projects, several of which are reimbursable through state and federal programs.

- Kingston Pike Villages, Revised Concept Master Plan (13106–13140 Kingston Pike; 18.5 acres; applicant: Kingston Pike Properties 2, LLC): The board approved the updated concept master plan for the commercial half of a previously rezoned PCD. Staff and the planning commission said the revised plan replaces a large grocery-store footprint with smaller retail, office and restaurant buildings intended to better transition to the adjacent multifamily development; the planning commission unanimously recommended approval in March. Outcome: approved (voice vote). The planning staff noted future site plans for the westernmost, unprogrammed parcel will require separate review and board approval.

- Race for a Reason 5K (06/01/2025): The board approved the event application for the race to use public rights-of-way and pedestrian facilities, with an anticipated attendance of more than 200 participants; route use will include streets and sidewalks of the Sweetbriar subdivision with staging and parking in Phase 1 of Pinnacle Turkey Creek. Outcome: approved (voice vote).

- ATMS Phase 1 change orders (contract 2022-O7 series; all previously approved for reimbursement by TDOT Local Programs/CMAQ): • Change Order 2 (mast arm replacement): Overhead utility conflicts required a longer mast arm (45-foot vs. 35-foot), cost $4,420. Outcome: approved. • Change Order 3 (new electrical services): Five locations required new electrical services when reuse of existing hookups proved infeasible, cost $12,743.95. Outcome: approved. • Change Order 4 (fiber termination cabinets): Fiber termination cabinets and splicing work were added for town hall and the community center, cost $30,718.34 and a 35-day contract time extension. Outcome: approved. Staff noted these ATMS change orders are fully reimbursable through the CMAQ program and TDOT Local Programs.

- McPhee Park Phase 4 change order (contract 2020-05-O6): The contractor submitted multiple project change orders and time extensions that were combined into a single change order. Individual line items included adding an irrigation controller ($6,226.61), a credit for eliminating a catch-basin storm line (-$5,221), additional contract days for winter weather delays (14 days), a required TDEC-funded project sign ($1,167.22), and an 8-day extension for the preconstruction/start interval. Net result: contract increase of $2,172.83 and a 22-day contract time extension. Outcome: approved.

What the board said: Mayor Ron Williams called for roll call on the fee-schedule resolution and recorded unanimous approval. Planning staffer Mark Shipley presented the Kingston Pike Villages concept plan, noting the plan will require a future site-plan review. Public-works/engineering staff presented the ATMS and McPhee Park change orders and said many of the ATMS costs are funded and reimbursed through external programs.

Next steps: the Kingston Pike Villages concept approval permits the applicant to proceed to the required site-plan stage, which will return to the planning commission and the board for any major changes. The alliance sponsorship requests presented earlier by the Farragut Business Alliance (Shop Farragut) will be considered separately and no funding decision was made on April 24.
