Houston County commissioners voted to approve the county's feedlot program annual and final report after a staff presentation summarizing inspection and permitting work.
Amelia, a county feedlot program staffer, told commissioners Houston County operates as a delegated county under state programs and receives state grant money to fund the county feedlot officer position. The county's jurisdiction covers feedlots with fewer than 1,000 animal units; staff said only two operations in the county fall under Minnesota Pollution Control Agency (MPCA) jurisdiction.
Staff reported the program met the minimum requirement to complete routine inspections on 7% of feedlots in the county (21 sites) during the year. The county also permits construction and expansion on sites over 300 animal units and issued two such permits in the previous year. Staff said they organized a series of three producer workshops (in collaboration with Fillmore and Mower counties), with two successful sessions in January and February after canceling a December session for low RSVPs.
Commissioners asked clarifying questions, and staff noted a supportive letter from the MPCA documenting compliance. The board voted to approve the annual report and authorized the county staff signature on the documents.
Action: Motion to approve was seconded and passed by voice vote.
