Goodyear approves procurement code changes, raises job-order contract threshold to $5 million

The Goodyear City Council on April 28 adopted an ordinance revising city procurement rules, increasing the formal procurement threshold from $50,000 to $100,000 and setting a city-level job-order contract threshold of $5,000,000, which councilmembers said will allow the city to use other municipalities' contracts. The ordinance passed 4-2.
City staff told council the update amends Articles 3-4, 3-5 and 3-6 of the Goodyear City Code and adds an exhibit to be adopted with the budget listing items over $500,000. A staff presenter described job-order contracting as “on call construction services that allows us to speed up some of the construction of more common projects that we may have.”
The change raises two principal thresholds: (1) formal procurement, used for advertised competitive procurements, moves from $50,000 to $100,000; (2) the job-order contract threshold is changed from relying on the state $1,000,000 threshold to a city code threshold of $5,000,000. Staff emphasized the change does not override council-approved project budgets or expenditure authority; any project spending beyond an adopted budget still requires a budget amendment and updated expenditure authority.
Councilmembers debated the size of the job-order contract increase. “A 400% increase,” Councilmember Kano said, noting concern over the large jump in threshold and urging that the internal auditor vet the structure. Councilmember Beckles asked for a $3,000,000 middle ground. Staff replied the $5,000,000 figure reflects thresholds used by some other cities and would allow Goodyear to piggyback contracts those cities already have.
Mayor Joe Pizzillo opened the vote after brief discussion. The ordinance passed 4-2. No individual roll-call votes were read into the record in the transcript; the meeting recorded the tally only.
The ordinance will be codified as Ordinance No. 2025-1630 and the procurement exhibit will appear with the budget adoption in May.
