Rangeley Comprehensive Plan Committee members agreed on final edits to the draft comprehensive plan and set a public hearing for June 18, during a May 5 meeting where they also resolved next steps for state review, website posting and a townwide mailer.
The committee said the draft will be sent to the Rangeley Board of Selectmen for review and posted for the public at least 30 days before the June 18 hearing so residents have time to read the chapters. Staff will also submit the plan to the state for preliminary review beforehand and will finalize materials for the hearing after any Selectmen comments.
Why it matters: the draft is intended to guide the town’s land-use decisions for the next 12 years, so the committee emphasized getting a complete, readable package online and in hard copy before the hearing to encourage informed public comment.
At the meeting, committee members discussed wording in the vision statement. Several members said tourism and the visitor economy are already addressed under a “visitor experience” bullet, while others urged clearer, more positive phrasing. One committee member recommended avoiding language that reads as negative (for example, phrasing remoteness solely as a “challenge”) and suggested framing constraints as “opportunities.” The committee asked staff to incorporate those edits and to send clarifying follow-up emails to Selectmen who had late comments.
On implementation and evaluation, the group reaffirmed that initial monitoring should be regular but not onerous. Members agreed quarterly reporting to the Board of Selectmen would help keep the plan active and prevent it from “getting shelved,” though several said quarterly reports should be brief and that the cadence could be adjusted later depending on measurable progress.
The committee addressed statutory and procedural issues raised at the meeting: staff noted that comprehensive plans are treated by the state as valid for 12 years and that the state’s public-notice timing requires materials to be publicly available well in advance of hearings. Committee members discussed sending the draft to the state before the public hearing to catch any red flags and avoid delays that would push the calendar back.
Outreach and logistics were a substantial part of the discussion. The committee approved producing a printed flyer and a QR code linking to the plan on the town website. Members expressed a strong preference to deliver the flyer to every town post-office box and to place printed copies in the town office; they asked staff to research a USPS bulk-mail option and return with cost estimates. The committee targeted a mail-drop around June 16 so the flyer reaches residents immediately before the hearing.
Presentation planning for the hearing includes a short, 15-minute highlight presentation with maps and handouts for attendees who prefer printed material. The committee proposed opening the school room at 5:30 p.m. for a map-and-handout preview and beginning the formal hearing at 6 p.m. Committee members will circulate the planned slideshow and handouts by email in advance and will only schedule another working meeting if members request one after reviewing those materials.
Assignments and next steps recorded at the meeting: Donna (staff member) will finalize editorial edits and send the chapters to Joe (staff member) for website posting and for circulation to the Board of Selectmen; Joe will also get estimates for postage and report on funding options; Wendy (committee member) will finalize the flyer layout and QR code; the committee will aim to have the plan materials posted to the town website at least 30 days before June 18 and to send the plan to the state for preliminary review before the hearing. The committee did not take any formal policy vote at the meeting beyond scheduling and staff directions.
