Codington County opens bids for County Road 20 asphalt surfacing; Dunnic low apparent bidder

Codington County commissioners opened bids Tuesday for the County Road 20 asphalt surfacing project and identified Dunnic Incorporated as the low apparent bidder at $728,691.10. County highway staff said they will verify unit-price math and return a recommendation to the commission.

The bid opening drew two formal bids. Central Specialties Inc. of Alexandria, Minnesota, submitted a bid totaling $849,209.10 and provided a 10% bid bond and acknowledgement of addendum No. 1. Dunnic Incorporated of Prinsburg, Minnesota, also provided a 10% bid bond, acknowledged addendum No. 1, and submitted a total bid of $728,691.10.

The county’s consulting engineer noted the project will pave the surface on County Road 20 after regrading and ditch work done the previous year. Construction documents limit work to begin no earlier than July 1, and the construction period is limited to 30 calendar days from commencement. Traffic control will be handled using the same signage and traffic plan as last year, and the county will notify adjacent landowners before work begins.

Highway staff said they will enter all unit prices into a spreadsheet, confirm that unit quantities multiply to the totals shown on the bids, and provide a recommendation to the commission; staff indicated that review should be completed within the day and a recommendation would be ready the following week. No award was made at Tuesday’s meeting.

Commissioners asked timing and warranty questions; highway staff said a contractor will be asked to proof-roll the road in May to identify any potential issues before paving and to minimize warranty concerns.

The commission will consider staff’s recommendation at a future meeting before making an award.
