Advisory board backs Conservation Techniques, sends recommendation to county commissioners

Why it matters: The consultant will lead a major update to the county's parks plan used to set capital priorities and to qualify for many state grant programs. Board members and some public commenters urged quick progress, saying county park funding and maintenance pressures make a timely master plan important.
Parks staff described the remaining steps. A parks staff member told the board the selected firm, Conservation Techniques, provided budget figures in its presentation and that staff has a meeting with the firm the following Tuesday to settle the PSA. The staff member said the PSA will then go to the county civil prosecutor for review and then to the Board of County Commissioners for approval.
County official Todd Milkey recommended the board phrase its motion as acceptance of the subcommittee's recommendation so the item advances cleanly to the commissioners. Milkey told the board the RFQ selection is qualifications-based (not lowest-bid) and that the PSA will be written to incorporate the RFQ deliverables and milestones. He said, administratively, it is possible to expedite the BOCC process by using a work session followed by a commissioners meeting, but timing depends on completion of the PSA and legal review.
Public comment and board discussion emphasized timing. A resident who spoke at public comment urged urgency, saying budget pressures and visitor demand make the master plan more important now. Board members asked staff to provide updates at each milestone; staff said they will circulate updates after the scheduled meeting with the consultant.
Formal action: The board made a motion to adopt the subcommittee's recommendation (memo dated 04/29/2025) recommending Conservation Techniques; the motion passed with the majority of members voting in favor and one recorded abstention. A parks staff member said they had notified all RFQ respondents and scheduled the vendor meeting to finalize contracting.
What's next: Staff will meet with the recommended firm, complete the PSA and legal review, and then place the item before the Board of County Commissioners for contract award and inclusion in the county's work program. Staff also said it will notify the advisory board each time a significant procurement milestone is reached.
