Bothell staff brief council on 2026–31 transportation program; council approves Transpo Group contract supplement

City staff briefed the Bothell City Council Tuesday on the draft 2026–2031 Transportation Improvement Program (TIP) and the council approved a contract supplement to continue design work under an existing on-call transportation design contract.
Deputy Public Works Director Steve Morikawa and transportation planner Sherman Gong described the TIP as a six-year, funded subset of the city’s capital facilities plan that lists funded transportation projects and includes budgeted expenses and revenues for those projects. “The TIP is a list of funded transportation projects and programs that are essentially a transportation subset of the current capital facilities plan,” Morikawa said, noting the TIP is updated annually and is often required for grant eligibility.
Morikawa told council that the draft TIP reflects the recently adopted 2024 comprehensive plan and that completed projects from the prior TIP are removed. Staff said a public hearing on the draft TIP is scheduled for May 13 and staff anticipate a resolution for adoption at the May 20 council meeting, after which the adopted program will be submitted to the state by July 1.
Separately, the council approved a professional services supplement for Transpo Group. Christopher Stillwell, project engineer in public works, said the existing on-call contract had a $90,000 not-to-exceed limit; supplement number 1 raises that ceiling to $200,000 to allow the firm to complete a second transportation design package. “The existing contract is $90,000, and supplement number 1 will increase the not to exceed limit to $200,000,” Stillwell said. Council member Dodd moved the recommended action; council member Mankie seconded. The motion passed 7-0.
Staff said Transpo Group completed a first design package in 2024 and that the supplement will fund continuation toward construction of the second package this year. No additional details or financial breakdowns for the second package were presented at Tuesday’s meeting.
