Staff reports multiple PUD amendments, Skyview Farms pre‑application and general-plan amendment schedule

At the April 17 Florence Planning and Zoning meeting, staff briefed commissioners on several ongoing and upcoming land-use items: a Skyview Farms planned-unit-development amendment that includes an annexation, a high volume of final-plat reviews, interest from commercial brokers at key intersections, and a schedule for proposed general-plan amendments.
Staff said a neighborhood meeting was held the night before for Skyview Farms; the PUD amendment would absorb the remaining Aspen Farms PUD and include an approximately 200-acre parcel south of Skyview Farms along Arizona Farms Road that the applicant seeks to annex. Staff reported three residents attended the neighborhood meeting and said the project would reconfigure existing approved areas rather than introduce entirely new zoning in most locations.
“It's pretty large,” a staff member said of the Skyview Farms project when asked for scale; staff declined to provide a precise home count at the April 17 meeting. The department also told commissioners it is receiving two to four final plats every couple of weeks—11 final plats have completed review and seven more are in the initial review stage.
On the general-plan front, staff said they are coordinating with administration to finalize the calendar for major general-plan amendments. The department expects a months-long review period through summer and anticipates hearings before planning and zoning and town council later in the year, with some hearings projected for August and February of the following cycle.
Commissioners asked whether recent state legislation (House Bill 2447) will change the commission’s role in preliminary-plat review. Staff said the bill has been signed by the governor and is under local review; commissioners asked staff to return with a summary of how that new law will affect Planning and Zoning’s responsibilities.
Staff also reported recent meetings with brokers about commercial development interest at the Merrill Ranch / Hunt Highway and Franklin / Hunt Highway intersections and said development activity will likely generate additional PUD and general-plan amendment applications.
