Board authorizes RFP for construction manager to support referendum projects

Kaneland CUSD 302’s Board of Education on Monday authorized administration to issue a request for proposals (RFP) for construction management services related to projects expected from the district’s recently passed referendum.
Assistant superintendent/administration (Dr. Bogan and Dr. Rolwing) told the board the district seeks a construction-manager partner to be involved early in preconstruction planning, cost estimating, schedule coordination across six sites, and long-term capital planning. The administration said it wants the construction manager engaged by June 2 to participate in design development, budgeting, scheduling and on-site supervision.
The proposed procurement timeline presented to the board called for the RFP to be posted April 17, proposals due May 2, finalist notifications May 12, finalist interviews the following week, and board approval at the May 28 meeting so the district could begin contracting and preconstruction work.
Board members asked clarifying questions about qualifications and the rationale for using an RFP rather than selecting a vendor by low bid. Administration said the RFP process will evaluate qualifications, prior experience, available capacity and fee structure rather than simply lowest price, because preconstruction experience and coordination capacity are critical to multi-site work. The board voted 7-0 to authorize the RFP process.
Next steps Administration will post the RFP and proceed according to the schedule presented. Board members will interview finalists and are expected to vote on a construction management contract at the May 28 meeting.
