HEB ISD presents math district benchmark data ahead of STAAR testing

District staff presented the latest district benchmark assessment (DBA) results in mathematics and told trustees the data provides a predictive view before statewide STAAR testing.
The presentation was aimed at showing patterns by grade and cohort and explaining why the district returned from an interim adaptive assessment to DBAs after finding the interim did not give the same predictive value.
Doctor Norgaard (staff member) said the DBA report shows predictive data for mathematics and highlighted differences between DBAs, which use common items across students at a grade level, and adaptive interim tests used in 2023–24. “We found that after studying them, they were not giving us the same predictive value as our district benchmarks,” Norgaard said, explaining the district switched back to DBAs for better year-to-year trend tracking.
The presentation included charts comparing approaches, meets and masters performance across grades 3–8 and algebra, and showed typical gains the district expects between DBA administration and the later STAR/STAAR results following targeted interventions. Norgaard said district coordinators and facilitators have provided small-group support at campuses ahead of statewide tests and noted some variability across years is linked to test changes and item types.
Trustees asked for clarification about the interim test used in 2023–24; Norgaard said the interim was chosen in part because it used the same platform as STAR and carried accommodations, but she said the district’s assessment coordinator reported changes to that interim test in the prior year reduced its predictive power.
No board action was taken; the DBA presentation was informational. The district said it will analyze STAR results after statewide testing to refine interventions and supports.
