Coconino County staff brief commission on Flagstaff regional plan and Envision 2045 comprehensive plan updates

Coconino County planning staff on Wednesday updated the Planning and Zoning Commission on parallel efforts to revise the Flagstaff Regional Land Use Plan and the county'wide comprehensive plan, saying both documents are nearing public-review steps and scheduling a joint retreat with county supervisors.

"The county's comprehensive plan applies to the entire entirety of Coconino County," long-range planner Melissa Shaw told commissioners during the March 26 study session, and she stressed the two efforts overlap but follow different adoption processes.

Why it matters: The two 20-year planning documents guide growth, land use and development policy across county jurisdictions. Shaw said the regional plan will appear on ballots for City of Flagstaff voters while the county comprehensive plan will be adopted through public hearings and board action. Staff urged commissioners to review a recently posted summary of roughly 2,400 public comments from the Flagstaff regional plan's 60-day review (which closed in December) before a May 2 joint retreat and an April 22 work session with the board of supervisors.
