Pecos code enforcement reports higher activity in first quarter; staff outlines processes and priorities

Holly Juraca, director of community services and head of the city's code enforcement program, presented the department's first-quarter report covering January through March.
Juraca said the department experienced substantial activity and described enforcement priorities: weeds and rubbish, solid-waste complaints, construction without permits, junk motor vehicles, and unsafe or improper RV hookups. "The goal is to educate our public and identify what they need to do to take care of their individual properties," Juraca said, noting officers focus on outreach and compliance before enforcement.
Juraca explained procedures for abandoned and junk motor vehicles: staff use VIN searches (state-based tools limited to Texas and New Mexico) to identify registered owners and follow state notice requirements before removing vehicles from rights-of-way. She said vehicles parked on private property are allowed if placed on an approved surface (stone or similar base) or tarped; by contrast, water hookups to RVs on private property are not permitted.
The department reported roughly 500 enforcement contacts during the quarter, 280 follow-ups, 41 complaints (walk-ins and calls), and 23 health inspections of 37 restaurants; Juraca said tire-dumping locations are challenging to trace. She said the department is prioritizing vehicles in rights-of-way and will continue to coordinate with the landfill supervisor and police traffic enforcement for commercial vehicle routing.
Council members asked for additional disposition information; Juraca said staff will include notice-of-violation outcomes and citation dispositions in the next quarterly report (planned for June) and that the department provides a list of local service providers to residents who need assistance with cleanup.
