Senate counsel walks committee through draft amendment to H.454; creates school-district boundary task force

St. James of the Senate's Office of Legislative Counsel led a line-by-line briefing of draft 4.1 of the Senateproposal of amendment to H.454, the body's comprehensive education bill, and described changes from the House-passed version including a narrowed commission charge and creation of a school district boundary task force.

"The school district boundary task force . . . is created to determine the most efficient number of school districts and supervisory unions and proposed boundary alliances," St. James said while reading the draft. The draft would require the task force to submit proposed legislation, boundary maps and a narrative explanation of policy decisions to several House and Senate committees on or before Nov. 15, 2025.

The nut graf: the draft would shift formal responsibility for drawing and recommending new school-district and supervisory-union boundaries from a House-created subcommittee to a new legislative task force and would shorten the commission's timetable. That change could accelerate proposals to consolidate districts, alter where students attend school, and require detailed facility, enrollment and transportation analysis before the Legislature votes on boundary changes.
