Codington County approves $52,000 additional RAFe funding for Rawville Township culvert project

The Codington County Commission voted April 22 to approve an additional $52,000 in RAFe funding to Rawville Township for a culvert replacement project, with the township responsible for 20 percent of the added cost ($10,400) and the RAFe program covering the remaining 80 percent ($41,600). The motion to approve was made by Commissioner McElhaney and seconded by Commissioner Schwere; a voice vote was taken and the motion carried.
Rawville Township supervisors Scott Lance and Brett Hendricks told the commission the project will replace four nine-foot-diameter culverts with longer, 60-foot culverts because the current short culverts and steep banks prevent adequate road width and create a safety hazard. Lance said contractor and material costs rose since the township’s original application and that the most recent estimates push the project from an initial $100,000 estimate to roughly $152,000, creating the $52,000 shortfall. He added, “we're looking to get extra 52,000 that we didn't turn in.”
Commission staff said the township does not need to wait for the full project completion to seek reimbursement. A county staff member said, “you pay it first and then the county will reimburse your township with the 80%,” and noted the township could submit invoices for parts of the project as they are paid. The supervisors said True North Steel quoted $58,320 for the culverts; contractor bids for installation and associated work were discussed by township representatives during the meeting.
Commissioners asked whether prior RAFe adjustments had been made for other townships and confirmed the county has previously approved increases when qualifying projects later came in over initial estimates. Commissioners also asked about remaining RAFe balances; county staff said they did not have exact remaining-balance figures at the meeting but judged the county could accommodate the additional amount.
The commission’s approval lets Rawville Township proceed with the purchase and installation as presented and preserve the township’s eligibility for an 80 percent RAFe reimbursement for the additional funds. Township supervisors said True North required payment within 30 days of the quote, and they plan to pay contractors and then submit invoices to the county for reimbursement.
The commission moved on to other agenda items after the vote.
