Board amends county mobility management program; some townships to be added over time

The Will County Board approved an amendment to the Mobility Management Program intergovernmental agreement (item 25‑105) to continue and expand coordinated transportation services for health and social‑service appointments.
County staff and program managers said the program already serves 13 townships and that the amendment expands IGA language to cover additional participating jurisdictions. Elaine Bottomly (program staff) told the board there is not a fixed timetable for enrolling all 24 townships; staff said their operational plan targets additional townships over the next two years and that they can accelerate outreach if the board asks.
Some board members urged a written policy that sets cost‑sharing, enrollment criteria and a cap on county financial exposure. County Board member O'Gala asked for a policy that would ensure the program remains cost effective and that the county won’t be left funding rides for townships that do not contribute. Others said the program expands access for seniors and disabled residents and can reduce emergency trips by connecting riders with regular care.
The board approved the amendment by roll call; the tally recorded 14 votes in the affirmative. Several members asked staff to return with clearer budget implications and a timeline for adding remaining townships such as Wheatland Township.
