Budget amendment adds $650,000 from Climate Commitment Act to fund carbon capture study by Carbon Quest

City staff said an SBO (supplemental budget ordinance) will adjust the 2025–26 budget to reflect $650,000 received from the Washington Climate Commitment Act for a carbon capture study to be performed by Carbon Quest.
Chris Evert, who presented the item, said the SBO adds a $650,000 revenue line and a $650,000 expense line that will be passed on to Carbon Quest for study work. "So it's a net neutral impact on the budget," Evert said, and explained the study was included in the 2025–26 budget but the SBO aligns the accounting now that funding was officially granted.
Evert said the agreement with Carbon Quest has been finalized, the study kicked off in March, and staff received a progress report in early April. He said the study must be completed by June 30 and that the city expects a final engineering and technical analysis to be available at that time; staff will present findings to the committee once the report is finalized.
Council members asked whether the contract language had been reviewed and whether staff felt comfortable with the contractor and schedule; Evert said the contract was finalized in coordination with Ecology and that the study is underway with a progress report already received.
No formal council vote was required during the briefing; staff indicated the SBO will be processed to reflect the revenue and expense lines for the study contract.
