The Timnath Town Council unanimously approved Resolution No. 30, Series 2025, to enter a work order with Mueller Engineering Company to develop an Intelligent Transportation Systems (ITS) master plan for the town.
Staff said the ITS plan will assess existing signal equipment and communications, recommend equipment and software that work together (including interoperability with neighboring jurisdictions), prioritize short- and long-term implementation, and identify maintenance and replacement schedules. The plan follows an earlier work order for fiber-support services; staff said fiber and integration with the Pulse network are essential parts of building the ITS backbone.
Mueller’s work order 2 will guide equipment selection, communication protocols and software choices to avoid incompatible systems; it is a planning and design phase that precedes actual equipment procurement and installation. Staff described the requested amount for this work order as approximately $82,000. The town’s CIP shows $500,000 for 2025 and $1,000,000 for 2026 for ITS-related implementation.
Council members asked technical and policy questions about equipment age (staff said many components are about 10 years old), how long new equipment will last and whether the plan will address maintenance and replacement schedules (staff said the ITS master plan will provide those answers). Members also asked about integrating Timnath’s system with Fort Collins, CDOT and Windsor; staff said the plan will evaluate interconnection potential but actual coordination agreements would come in later implementation phases.
Council discussed an expected cloud-based traffic-management approach, remote operations and AI-enabled vendor features; staff said the plan would evaluate those capabilities and recommend what to adopt. Council supported proceeding; the motion to approve the Mueller work order carried unanimously on voice vote. Staff said the plan work is expected to complete in 2025 and that implementation procurement would follow in later phases as the CIP funds permit.
