Assistant City Manager Angela Pichon told the council the city issued a February 2025 RFP and selected Advanced Services Inc., Infogini Inc., and Persona Employment Solutions from 24 proposals. “These contracts will support seasonal and project based and hard to fill roles across departments, primarily in the parks and animal services divisions,” Pichon said. The contracts are two years with an optional one‑year extension, and staff said expenses will be charged to departmental operating budgets.
Councilmember Milne moved each resolution during the special meeting portion; the three motions were seconded by other councilmembers and passed unanimously with council calling the vote “aye” on each item. Council discussion included a request from Barajas for a later calculation of comparative ongoing savings versus hiring 16 permanent seasonal positions; Pichon said she would supply a dollar estimate on that difference.
Staff emphasized reasons the city uses temporary staffing firms: flexibility to scale for seasonal needs (parks crewing, cemetery irrigation season), reduced long‑term employment costs because the city does not pay benefits directly, vendor handling of recruitment and liability, and a trial period for potential permanent hires. Pichon said the city typically hires 16 park seasonal positions each irrigation season (about $300,000 annually) and has converted some seasonals to permanent positions in past years.
