Senate suspends constitutional reading requirement, fast-tracks two resolutions

The Oregon State Senate on April 21 voted to suspend the constitutional reading requirement for final passage to expedite its third-reading calendar and made two House concurrent resolutions special orders of business.
A motion invoking Article IV, Section 19 of the Oregon Constitution to suspend the requirement that each bill be read section by section on final passage was offered on the floor and carried on roll call with 28 ayes (no recorded nays; one excused). The clerk recorded the roll and the Senate declared the motion carried.
Senator Campos moved that consideration of HCR 4 and HCR 23 be made special orders of business immediately; the motion passed by voice vote. Senator Campos also requested unanimous consent to suspend chamber rules to allow guests on the Senate floor for the third reading of HCR 23; no objections were raised and guests were escorted onto the floor for the special order.
These procedural actions cleared the way for the Senate to consider and adopt the two concurrent resolutions on the same day.
