On April 21, 2025 the Wichita County Commissioners Court approved two HVAC contracts and cleared routine business on a unanimous vote.
The court awarded a $13,967 contract to Trinity for an air-conditioner replacement at the Juvenile Justice Center to be paid from Department 521 (the juvenile detention building fund), with language allowing a transfer from general fund contingency if necessary. Commissioners also awarded Trinity a $19,602 contract to replace the air-conditioning unit at the courthouse annex to be paid from Department 516, again with a transfer from general fund contingencies if required.
Rick, a county facilities staff member who reviewed quotes, told the court the two jobs were bid with the expectation a single crane could serve both sites, so bids should be evaluated as a combined total. “When these bids were given, it was under the pretense that they could use one crane to do both,” Rick said. He and other staff concluded that using Trinity for both jobs resulted in the lowest combined cost.
Commissioner Watts moved to approve Trinity’s juvenile center quote; Commissioner Beauchamp seconded. The motion passed by voice vote, recorded as 5-0. Commissioners then moved and approved the annex replacement with the same vendor and the same funding approach; that motion also passed 5-0.
