- C9: Approve Q3 budget report ending 03/31/2025 and adopt Resolution 2025-10 to amend CIP project funds; staff said the amendment moves roughly $2.6 million of projects from a future fiscal year into the current year to begin bidding sooner; motion carried 4-0.
Context and supporting detail: Community Development Director Moore said the $40,000 REAP award will fund visual graphics to help residents understand land-use entitlement processes and help streamline permit questions. "We are trying to create visual graphic[s] for land use entitlement processes ... so people will get the answers through those graphics," Moore said.
On the environmental-justice element, staff explained the Institute for Local Governments and a boost program provided $40,000 and the city would match $35,000 to meet the estimated $75,000 cost for consultant-led community engagement and drafting.
Regarding the generator, staff reported the unit at the water plant did not pass an emissions test and cannot be used; staff requested approval to purchase a replacement through the Sourcewell cooperative at a price of $136,409 and noted the city may need a temporary rental because of the 21-week lead time.
