Mediator presents draft protocol for resolving board member misconduct and conflicts

A local mediator and retired educator presented a proposed protocol on April 15 for addressing alleged board-member misconduct and internal conflict among trustees. The presenters said the document is designed to help trustees de-escalate disputes and preserve working relationships so the board can function effectively.

The proposed protocol sets a stepped approach: step 1 encourages the witnessing board member to meet with the colleague individually to attempt a resolution through direct, respectful discussion; step 2 proposes involving a neutral party such as a trained mediator if the issue cannot be resolved informally; and step 3 contemplates formal documentation and reporting procedures if conflicts persist. Presenters described the “third story” technique — having disputing parties describe each other’s perspective to find common ground — and urged an early, face-to-face conversation before public escalation.

Both presenters emphasized that the protocol is voluntary and intended to complement formal rules of order and legal obligations; it is not a substitute for formal disciplinary mechanisms or any statutory processes that apply to public bodies. One public speaker and multiple trustees praised the idea; other commenters urged the board adopt stronger accountability and public-facing remedies for repeated problems.

No formal board vote was taken on the proposal; trustees thanked the presenters and suggested that the draft be shared with the board for future consideration and potential placement on an upcoming agenda for formal action.
