Commission defers change order for Landfill Road intersection work after quantity errors

Rutherford County commissioners agreed to defer action on a change order for the Landfill Road and Jefferson Pike intersection after staff identified missing quantities and other items in the contractor’s estimate.
Public Works staff reported that an earlier estimate missed items tied to Tennessee Department of Transportation (TDOT) requirements and recessed lane markers in the TDOT right-of-way. A staff member said initial misses appeared small (under $4,000), but subsequent review found additional omitted quantities from a former employee’s takeoff, prompting staff to withdraw the single change-order request and assemble a consolidated change order for the next meeting.
Commissioners discussed past tradeoffs—reference was made to prior land transfers and county contributions in connection with other roadway work—and asked whether final payments and tickets were complete. Staff said they expect to finish payments and compile all tickets the next day and will return with a consolidated change order at a future meeting.
The commission deferred the item without a recorded roll-call vote by unanimous consent; staff said the consolidated change order will be presented to the purchasing committee (or full commission) in May.
