Planning Commission backs Valrico community plan text amendment after multi‑year public process

After more than a year of outreach and four rounds of community meetings, staff recommended and commissioners unanimously found consistent a newly drafted Valrico community plan (HCCPA‑25‑09) that emphasizes compatible suburban development, multimodal connections and protection of natural areas.
The Planning Commission unanimously recommended finding HCCPA‑25‑09 — the proposed Valrico community plan — consistent with the Hillsborough County Comprehensive Plan at its April 14 hearing after a multi‑year public engagement process.
Andrea Papendrew, planning commission staff, described the outreach program that began in 2023 and included multiple public meetings, office hours and four online surveys. Staff summarized the plan’s themes: supporting compatible suburban character while recognizing the area’s remaining rural features; prioritizing infrastructure maintenance and multimodal safety; clustering commercial activity in a designated neighborhood node at Bloomingdale Avenue and Lithia Pinecrest Road; and protecting parks, open space and waterways.
Staff concluded the draft plan is consistent with multiple sections of the county comprehensive plan, including future land use compatibility policies, mobility objectives encouraging multimodal connections, and recreation/open‑space policies. Papendrew noted staff will continue coordination with county agencies and that the plan is scheduled for transmittal to the Board of County Commissioners in June 2025.
Commissioners moved and seconded a consistency finding; the motion carried unanimously. The next step is the county transmittal process required for community plan adoption and incorporation into the comprehensive plan.
