District leadership, benefits brokers and Cigna representatives updated the board on the district’s recent transition to Cigna for employee health coverage and reported improved service levels since the initial rollout.
Superintendent and HR staff brought brokers and carrier staff to the meeting to answer questions. A benefits vendor representative told the board that the district saw about 45 escalated service issues early in the transition and that number has dropped to about 15 escalated issues per month. "On those 15 service issues that we get about a month, those are typically turned around in ... about 1 day," a Cigna/vendor speaker reported, adding that pharmacy issues or enrollment complexities can take longer.
Nigel Ward, the NEA representative, told trustees his office worked with the benefits coordinator and confirmed that while many cases have been resolved, "as of today ... there was 1 outstanding issue" being worked through. HR and Cigna staff said they have held regular remediation meetings, maintain a service scorecard for escalations and will continue ongoing communications with NEA and affected employees.
Why it matters: Health benefits are a major employee concern; trustees asked whether the district would continue follow-up surveys and whether unresolved problems would be tracked publicly for board oversight. Staff said they will supply the new benefits oversight committee with the Cigna service scorecard and that the NEA has been invited to participate in follow-up sessions.
Clarifying details: The benefits team said the initial problem set triggered more escalations than a normal carrier change. The presenter said the carrier and broker have been meeting weekly with district HR and NEA leadership; the service scorecard and claims remediation analyses will be provided to the district’s new committee. No changes to employee coverage levels or premiums were announced in the meeting.
Ending: Board members thanked staff and the NEA for the collaborative approach and asked staff to return with ongoing progress reports to the board.
